The public atmosphere is an ideological construct that has to be invented and defined again and again. Under the influence of neoliberal forces, art and its institutions are also required to reinvent, formulate or legitimize their public dimension and involvement. Both the arts and the art institutions are still manifesting at the public's pardon (s). They can only wonder what is public and why, who the public is and where they are and how they want to relate to it. Do they need to be part of 'political', or are they instrumentalized by market parties and party politics?

This issue of Open is about the various positions currently occupied by visual arts in the public domain and is an inventory and evaluation of positions.
